Om diefstal te voorkomen, is het aan te raden om de batterij te verwijderen en mee te nemen. Maar zodra je bij de kassa komt, heeft elke locatie zijn eigen regels: sommige verbieden het gebruik van accu&#8217;s streng, terwijl ze bij andere wel welkom zijn in de garderobe of bij de receptie&#8230; met het risico dat er veiligheidsproblemen ontstaan.  <\/p>\n<h2>Een groeiend dilemma voor culturele fietsers<\/h2>\n<p>In Brussel en Luik zijn gemotoriseerde tweewielers en elektrische fietsen helemaal in. De voordelen: minder vervuiling, minder files en een beetje beweging voor de show. Maar de waarde van de lithium-ion batterij (25 tot 40% van de totale kostprijs van een e-bike) maakt er een doelwit bij uitstek van voor stadsdieven. Volgens Cirque Royal worden er per concert per 2000 toeschouwers ongeveer twaalf accu&#8217;s gestolen, een bescheiden maar gestaag stijgend aantal. Om te voorkomen dat de batterij verdwijnt, raden fietsverenigingen aan om deze te verwijderen en bij je te houden: een fiets zonder batterij verliest alle commerci\u00eble aantrekkingskracht. De uitdaging bij de ingang is dan: waar laat je dit omvangrijke voorwerp?     <\/p>\n<h2>Het receptiebeleid verschilt sterk per locatie<\/h2>\n<p>Het antwoord hangt af van de locatie: in Vorst Nationaal of Ancienne Belgique (AB) is het &#8220;ten strengste verboden&#8221;. De reden die het onthaalpersoneel geeft, is het risico dat een batterij vlam vat en overslaat op andere batterijen of toeschouwers. In Bozar geldt hetzelfde beleid: fietsers mogen er alleen hun vouwfiets parkeren. In het Forum de Li\u00e8ge zijn er geen speciale kleedkamers: ze moeten het doen met de openbare fietsenrekken, ondanks het feit dat deze steeds voller worden sinds de komst van de tram.   <\/p>\n<p>Aan de andere kant staat het Botanique toe dat batterijen worden achtergelaten bij de receptie en Palais 12 biedt gratis 150 beveiligde kluisjes, maar deze worden nog steeds veel te weinig gebruikt (10% gebruikspercentage). Het Cirque Royal, dat geen brandveilige kluisjes heeft, bewaart maximaal twaalf batterijen op de begane grond, in de kamer van de receptionist. Het Th\u00e9\u00e2tre des Galeries en de National zijn ook coulant en accepteren kluisjes in de garderobe. In de bioscoop staat UGC zelfs toe dat batterijen onder de stoel worden opgeborgen, net als elk ander bagagestuk.   <\/p>\n<h2>Brandveiligheid: een vaag kader maar strenge eisen<\/h2>\n<p>Walter Derieuw, woordvoerder van de Brusselse brandweer, bevestigt desgevraagd dat &#8220;er geen specifieke regelgeving bestaat voor deze elektrische batterijen&#8221;. In de praktijk hangt alles af van de preventieaanbevelingen die de diensten kunnen doen tijdens bezoeken voor milieuvergunningen, en vervolgens van de uiteindelijke beslissing van de burgemeester. De aanbevelingen blijven echter strikt: isoleer de batterijen in een afgeschermde ruimte voorzien van branddeuren, een branddetectiesysteem en sprinklers. Er bestaan zelfs gecompartimenteerde brandveilige kasten, maar de kosten en installatiebeperkingen daarvan staan hun toepassing in bestaande gebouwen in de weg.   <\/p>\n<p>De brandweer benadrukt: &#8220;Kleedkamers zijn geen ideale plek, omdat kleding de hittebelasting verhoogt in geval van brand&#8221;. Als gevolg hiervan vinden veel exploitanten het te riskant om batterijen onder te brengen, ze verbieden ze liever dan hun infrastructuur te renoveren.<\/p>\n<h2>Zachte mobiliteit en infrastructuur: een nog te timide ontvangst<\/h2>\n<p>Laurence Lewalle, directeur van Avello, betreurt het gebrek aan geschikte plekken voor fietsers in culturele locaties. &#8220;We zien dat er steeds meer fietsers komen, maar de voorzieningen zijn niet altijd naar wens: er zijn weinig gesmeerde plekken in de buurt, de fietsenrekken zijn al overvol en er zijn niet genoeg plekken om je accu achter te laten. Ze wijst op een paradox: &#8220;Fietsaccu&#8217;s worden om brandveiligheidsredenen geweigerd, maar oplaadpunten voor elektrische auto&#8217;s in gesloten kelders worden zonder problemen getolereerd. <\/p>\n<p>Naast de theaters bieden de gemeentelijke diensten soms aanvullende oplossingen: de AB raadt de gratis fietsenstallingen aan in de stations Bourse en De Brouck\u00e8re (4 uur gratis), en in Luik raden de Grignoux-bioscopen de parking Carr\u00e9 Jonfosse aan, met meer dan 50 beveiligde plaatsen die 24 uur per dag toegankelijk zijn na online registratie.<\/p>\n<h2>Vooruitzichten en manieren om de ontvangst te harmoniseren<\/h2>\n<p>De kwestie van de elektrische batterijen plaatst ons voor een grote uitdaging: hoe kunnen we de bevordering van zachte mobiliteit verzoenen met de eisen van openbare veiligheid? Er zijn verschillende mogelijkheden: <\/p>\n<ul>\n<li>Introduceer een geharmoniseerde regionale richtlijn die minimale opslagnormen oplegt voor batterijen in culturele instellingen, om een einde te maken aan de verschillende praktijken.<\/li>\n<li>Moedig eigenaars en beheerders van locaties aan om te investeren in gecertificeerde brandveilige lockers, eventueel gesubsidieerd door de regio of de lokale overheid.<\/li>\n<li>Voer de strijd tegen fietsendiefstal op: bewakingscamera&#8217;s, gerichte patrouilles, afschrikwekkendere straffen voor fietsendieven.<\/li>\n<li>Verbeter en promoot veilige openbare parkeerfaciliteiten (kluisjes, overdekte parkeerplaatsen) rond bioscopen.<\/li>\n<li>Leer toeschouwers en fietsers over goede praktijken: vergeet je batterij niet, pak een geschikte tas in, kijk of er vrije tijden zijn of reserveer van tevoren.<\/li>\n<\/ul>\n<p>Uiteindelijk zal de hele keten - van infrastructuurontwerp tot preventiebeleid - moeten worden aangepast om ervoor te zorgen dat fietsers ongehinderd toegang hebben tot het culturele leven, zonder de veiligheid in gevaar te brengen.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>De batterij van je elektrische fiets beschermen: een probleem bij de toegang tot culturele locaties Steeds meer mensen nemen hun elektrische fiets mee naar concerten, de bioscoop of het theater.
